TEMPORARY BUG DATABASE

This database should be used only as a temporary holding area
for bug reports. Use the SourceForge bug tracking system
whenever possible.

- When recursively processing Makefile.am, the current working
  directory does not change when descending into subdirectories.
  This means running Perl code that creates or deletes temporary
  files will operate in the top-level directory.  Bad.
